RULES & REGULATIONS OF UTP SOCCER LEAGUE 2011


1.0          GENERAL RULES

1.1          Other than the rules stated, this tournament will be organized based on Rules and Regulations of Football Association of Malaysia (FAM) and Federal International Football Association (FIFA).

1.2          If there be any contradiction in the interpretation, rules and regulations in English will be obtain.

1.3          Unexpected incidence occurred and does not stated in the rules & regulations will be concluded as:-
1.3.1      Any technical uncertainty will be concluded based on Rules & Regulations of Football Association of Malaysia (FAM) and Federal International Football Association (FIFA).

1.4          All decision made by Technical Board and UTP Soccer League 2011 is final.


2.0          PARTICIPATION

2.1          Participation in this tournament is opened to all staffs and full-time students who are still study / work in Universiti Teknologi PETRONAS for the year of 2011 only.

2.2          Each team is allowed to register not more than 20 players. Each team consists of:-

Manager                      1 person
Players                        20 person

Total                            21 person

3.0       MEETING / BRIEFING OF TEAM MANAGER

3.1      Meeting / briefing Team Manager will be organized one (1) week before the first match is held.

3.2      Team Managers are required to submit and finalized their team, which consists of 20 players including the copy of staff cards or student’s matrix cards. Adding up players is not allowed.

3.3      List of participants in each team during Meeting / Briefing of Team Managers is final.



4.0       REGISTRATION OF PLAYER

4.1  Each team can register maximum of 20 players only. Description of registration must contain the following info:-

4.1.1 Player’s and Officer’s full name which is typed with CAPITAL LETTER.



5.0          COLOUR AND NUMBER OF JERSEY

5.1          All teams must clarify the color of jersey which will be wear when act as a home team. The home team is the first team or in the front of in the match schedule. The clarified jersey must be wear when the team acts as a home team.

5.2          Should there be an equal in jersey’s color between the two teams, the Tournament Officer will make the decision and the decision is final.

5.3          Away team which is the second name in the match schedule must bring the supplement / extra jersey in each match.

5.4          Player must wear the registered number only. The color of goal keeper’s Jersey must be different from all the other players.


6.0          SYSTEM AND SCHEDULE OF THE TOURNAMENT

6.1          The competition will be held by using league system in 4 groups which consists of 5 teams. Early stages competition will be held by one round league system in groups.

6.2          Before the match starts, each team is required to submit the list of players including 9 substitution players to referee by using the form provided by the organizer.

6.3          Match will starts at 0530 / 1730 . If there is late in either teams competing, organizer will announce the winner which is the team who is waiting till 0545 / 1745. 

7.0          POINTS GIVEN

7.1          Three (3) points will be given for the winner in a match, One (1) point for the draw, and no point (0) for the loser. Should there be any teams that fail to play in certain match, against team will be awarded three (3) points with 2-0 win. If there is team that withdraws from the tournament without any reasonable reason or being suspended, therefore, the total point gained, goals scored and conceded, will not be count.

7.2          After the end of league phase, where there are two teams or more found to have the same point, goal difference will be determined between goal scored and goal conceded. Team that has higher goal difference will be put in higher place. If the goal difference is same, the team that scored more goals will be in higher place.

7.3          Should there is still draw; team that won the most matches in league phase will be put in higher place. If still draw, so, the team that won the match between the two teams in early stages, will be the winner.

7.4          If the above statement is still draw, Organizer board will make the decision and the decision made is final.
8.0          MATCH TIME PERIOD

8.1          Match time period is 40 minutes x 2. Rest before the second half should not exceed 15 minutes except with the permission from the referee.

8.2          When the additional time is given, then, the additional time must consist of two parts (15 minutes for each part).



9.0          SUBSTITUTION PLAYER

9.1          Not more than 5 players can be substitute in each match including additional time, from the list of substitute players that are stated in the match form before the certain match starts.

9.2          Player who has been substituted is not allowed to play again.



10.0     DISCIPLINARY ACT
           
            10.1     Disciplinary Act of Malaysian Football Association will be applied.

            10.2     Therefore, the following action will be taken automatically as below:
11.2.1  A player who receives two yellow cards will be automatically suspended for the next match. When a player was given two yellow cards after being suspended for one game, he will be suspended again for the next match.
11.2.2  A player who receives a red card after receiving second yellow card in a same game will be suspended for a match.
11.2.3  A player who receives a red card will be suspended for two matches.

10.3     A player who receive a red card because seriously doing fouls will be suspend for all match and further action will be taken by UTP league Disciplinary Act.

10.4       Players who were attacking referee will be suspended for all matches and further action will be taken by UTP league Disciplinary Act.

10.5       Another act disciplinary fouls will follow the Rules and Regulation in UTP Soccer League.
           
11.0     DISCIPLINARY ACT COUNCIL / OBJECTION

11.1       Disciplinary Act Council / Objection and also meeting procedure are as follow:-
11.1.1   Chairman of Organizing Committee
11.1.2   Manager of Student Support Services Department / Representative
11.1.3   Secretary of Organizing Committee
11.1.4   Three (3) officers who has been appointed by Chairman of Organizing Committee.

11.2       The objection about the decision or about the player who is not qualified must be made in writing method to the Secretary of Organizing Committee and should be submitted in 30 minutes after the end of the match including RM100.00 which will be given back if the objection is accepted.

11.3       Objection cannot be made about the referee’s decision regarding to the facts that has been made in the field.

11.4       Disciplinary Act Council / Objection is capable of getting information from any sources regarding the matter that will be discussed to make the best decision.

11.5       Disciplinary Act Council / Objection will discuss in 24 hours after receiving reports from Referee or Tournament Officer and will make a decision if disciplinary act should be taken.

11.6       All decisions made by Disciplinary Act Council / Objection UTP Football League are FINAL.



12.0     MATCH OFFICIAL

12.1     Organizing committee will constitute match official for every competition. It is our representative organizing committee and responsible for all result in the match and will be help with other official.

13.0     POSTPONED MATCH OR STOPPED / WITHDRAW / FREE WIN

13.1       If referee thinks that the field is unsuitable for the match caused by the condition of the weather, or because of unpredictable event, or should there be a match that has to be stopped because of out of control matters between both teams, the match that has to be postponed or stopped should be held on other suitable date which will be stated by Organizer Council of UTP Football League.

13.2       If the referee stops the match because of the attitude of the fan, officer, or player that is not contented, the winner will be given to the opponent team with three (3) points and 2-0 score or at the moment score before the match is stopped, if it is more.

13.3       If certain team withdraw from the match, the team will be penalized as the following:-
13.1.1  If certain team does not report for the match except for nature disaster and the reasons is accepted by the Organizing Committee of UTP Football League, or if the team do not want to finish the match, so the team will be considered lose and victory will be given to the opponent team with 2-0 score or more, if that is the score before the team left the field. That team can be barred from joining the league again.

13.4       In whatever condition it is, giving free win is not allowed. If there is a team that gives their opponent a free win, action as same as pad 13.1.1 will be taken.

13.5       Any teams that fail to finish the match schedule in the tournament without getting agreement from the Organizing Committee of UTP Soccer League, then the team is considered out of the tournament, and the previous match’s results are abolished and the team will be call up to the Disciplinary Act Council of UTP Soccer league.


14.0     RULES IN MATCH

14.1       Rules in a match that were made by FIFA and International Football Association Council will be applied.

14.2       At least thirty minutes (30) before a match start, every team should present eleven players (11) and seven (7) substitution player with their jersey number in a form that will be given by referee.

14.3       Captain for every team should wear armband at his left arm. If the captain was substituted, the armband should be wear by another player as a captain.

14.4       Less than seven (7) players with five (5) team official which were listed only can sit on substitution bench, beside with player for any match.



15.0     NON-DISCIPLINARY ACT (PLAYERS AND OFFICIAL)

15.1     All participants involved in UTP Soccer League 2011 are to abide by the disciplinary rules and regulations for staff and students in Universiti Teknologi PETRONAS.


16.0       SAFETY IN FIELD MATCH.

16.1       Organizing committee will be responsible for equipment, field and safety official for players as in table.
16.2       Organizing committee is not responsible for any property loss, cash money loss or other loss which belong to the players or team in a match. However, organizing committee will provide a place for team and players.



17.0       MATCH FIELD

17.1       Match field will be schedule by organizing committee and it cannot be change.




18.0       FAIR PLAY

18.1       Every team is encouraged to practice fair play concept for every game in this competition.



19.0       NUMBER OF PLAYERS

19.1       Should there be less than ten (10) players from either two teams that will be playing against each other when referee is calling up to start the match at the stated time, then the team that have ten (10) players or more will be the winner with 2-0 score. If the two teams failed to provide 10 players or more when referee is calling up for the match to be started at the stated time, then the referee should report the matters to the Organizing Committee of UTP League which will take the possible act.


20.1       PRIZES

20.1       The prizes that will be provided are as below:-
